[PEPr] Changes in proposal for Networking::Monitor

Robert Peake (http://pear.php.net/user/cyberscribe) has edited the proposal for Networking::Monitor. Change comment: Updated proposal with description of Net_Monitor::resetHostState() function. Updated links to the latest package version. This version uses serialized arrays as the default storage type for the state file (thanks Justin) and a more efficient loop for calculating differences between states. Test files have been expanded and now include a listing of expected output, making them suitable for not only testing installations but also for regression testing later package releases.
