I believe most PEAR packages assume it's off, but HTML_QuickForm (at
least) does a check for it and runs stripslashes if it's detected.
i.e. it doesn't care whether it's on or off.

Of course off is the official policy and I try to let people know
whenever I can. ;-) I actually wrote up a FAQ about it (and other
things) since I was hearing the same questions over and over.
