This has been discussed already. If I remember it correctly, the outcome
was:
1) Current XML_RPC maintainers weren't interested in writing a PHP5
version.
2) The package is important enough for the PEAR infrastructure that a
full rewrite should go through the approval process again (not just
through the maintainers)
