Well my explanation in poor english could sound complex, but the idea is
very simple: a vote will count more when the voter is more involved in
PEAR and when the voter will review the proposal deeper. This is: when
you more know your decisions more wise should be.

Perhaps, but I didn't want to propose a system that could sound like
phpnuke polls ;-).
