[PEPr] Comment on Versioning::PCVS

Stefan Neufeind (http://pear.php.net/user/neufeind) has commented on the proposal for Versioning::PCVS. Comment: Since Clay mentioned VersionControl_SVN: Would it be possible to merge the ideas of both packages? E.g. provide a similar interface for both (if possible), in case one function exists here but not there (either way) think about extending the other package etc.? Please excuse that I have only throughly browsed the code. Most objections I have were named by Alan already.
