[PEPr] Changes in proposal for File System::File_Mogile

Steve Williams (http://pear.php.net/user/sbw) has edited the proposal for File System::File_Mogile. Change comment: I've updated the proposed File_Mogile package to fix a bug: Writes were truncated depending on the character encoding and function overloading in effect. I also added an options array argument to the constructor, as an alternative to configuring the class via static class variables. I welcome your comments before I call for votes.
