We all know how much hassle it is trying to get PEAR to work under Windows at the moment, and work is being done to try and fix it, but throwing insults at the people trying to fix it as volunteers is not going to get it done any quicker. PEAR is being supported by the PHP team, but most of the core team that is working on PEAR uses a unix variant for their development, which makes it harder to fix the Windows version.
