I agree.
I admit that I did have some issues installing PEAR under windows, but it took
me 20 minutes of trying before I considered different options.

30 seconds later, I had PEAR installed. I did this without insulting the team
of developers who devote thier spare time to do things for us ( the comunity),
and without getting hissy and sulking on a mailing list.
I do agree it would be nice to have some documents focused to installing under
windows, but moaning isn't going to get anyone anywhere.
