You do mean by "true" open source?
I'm a tech guy but I can understand that from a business perspective,
it seems very unrealistic to ask Microsoft to accept third party
contributions from individuals or companies who don't sign an CLA
(contributor license agreement).
For large companies, copyright and patent infringement are a big reality.
As far I can tell, the release process is transparent:
https://sql2k5php.svn.codeplex.com/svn/sqlsrv/
Unfortunately patches are not being accepted:
http://sqlsrvphp.codeplex.com/workitem/17486
I think it would be 100% reasonable to allow sqlsrv driver to live in pecl
and only allow contributors with a signed an CLA (sent to MS) write access /
to create patches.
Another option could be that Microsoft transfers the IP to the ASF:
http://www.apache.org/licenses/#clas
Only allow contributors with a signed an CLA (sent to ASF) write access / to
create patches.
If that seems more "true" open source to some people.
My 2 cents
