PDFLIB INSTALL PROBLEM

I have the latest PDFLib 3.01, the latest PHP4 from snaps.php.net,
and other latest versions (zlib,png,jpeg , etc.)
When I'm building PHP, I get these lines (among others)
checking whether to include Pdflib 3.x support... /usr/local/lib
no
checking for PostgresSQL support... no
checking whether to include POSIX-like functions... yes
Postgres - no problem. POSIX - great to see it's there.
But checking on 'pdflib 3.x support' *NO* - why not?
libpdf.a, .la and .so are is /usr/local/lib, but the PHP
configure script is seemingly ignoring it. :(
I'm using Caldera 2.4, and also applied the PDF patch
as described on the php.net/manual/ref.pdf.php page
at the bottom.
On the SAME distro last week, this WAS working (after
about 2 hours of frustrating issues). I didn't write down
exactly what I did, and now am faced with a fresh install
this week, but PDFLib is NOT working.
I've ALSO tried the standard php4.0pl2 as well, but it's the same
story there.
If anyone can offer any insights as to how to get this to build,
it would be appreciated.
