I wouldn't expect a Dr Watson for just a config. issue, unless it related to
modules being loaded all wrong. Does your Apache run other cgi-bin okay? Maybe
try a small shell script for a test -- and if that works a shell script that
forks a PHP command-line just to prove the point!
I'd try and get the attention of someone on the development team or more
knowledgeable -- I feel like a bit lost on this one!
