since php.net is able to re-direct you to a mirror for search why don't
re-direct when they want to see a manual page.
a lot of people will go to www.php.net/something
and that are 2 requests.
it could be 1 request at the www.php.net and 1 request at a mirror.
that way all visitors with a 'lang' cookie will visit there mirror
and people that don't got a cookie yet will use www.php.net
of course the mirrors need to allow this ...
