No, we go with the decision that was established long ago about
PEAR_ErrorStack. We split it out. That decision was made long ago and
Pierre's vague arguments about dependencies being "bad" don't change
that. Pierre refuses to say anything except that dependencies are bad
and that we shouldn't introduce another one. He has given no evidence
and hasn't responded to the counter agruments except to reiterate his
claims. If there is no good reason to not move the file out to its own
package it will be and no-one has clearly stated a reason that it
should not be done.
