No, we license has to be in the "spirit" of the PHP license so to speak.
We want PEAR to be a "PHP Extension and Application Repository" as such
the licenses used in PEAR must not be severely different than the PHP
license. Therefore commercial use must not be forbidden or restricted in
anyway.
The LGPL while still being more strict is an example of how far we think
it makes sense to go in terms of restriction. The GPL is disallowed
because of the unclear implications this license can have on combining
PEAR code with commercial closed source code.
