Summary; I don't think this is a problem with latest release but
RE: [PEAR-DEV] Help needed, weird bug with the PEAR frontends
still is a problem (skip to end for my diagnosis).
PEAR 1.1 stable
Win2k SP3
PHP 4.3.2RC4
Change preferred_state to and from various states (eg from stable to snapshot)
in cli or via web interface and web interface still works fine for me.
RE: [PEAR-DEV] Help needed, weird bug with the PEAR frontends
After adding a package in the Web interface
going back to cli
>pear list
gives;

Var_Dump shows as installed in the HTML (Web) PEAR Package Manager
but "pear list" still gives the unserialize() error as before.
Adding and removing packages in either the cli or web interface works fine.
Everything seems to be fine in the web interface, pear list in the cli is borked.

Now completly removed php4 and did a complete install from scratch using

(Change preferred_state to and from various states (eg from stable to snapshot)

Error relates to unserialize() of "Var_Dump.reg";
offset 760 is around;
s:11:"description";s:360:"Displays informations about the
...
are printed.";s:11:"maintainers";
^here
I count 364 characters for this string.
There are 4 lines in this string
it includes 4 0x0d0x0A pairs
The .reg files created by cli pear install have 0x0a for line feeds.
Is there something wrong with the way the web interface serializes line feeds?
