I still think that is not logical, as doing:
$ pear list-upgrades
will *always* show what you ask ;-), and a simple:
$ pear upgrade-all
will do the upgrades en mass.

Cannot comment on Windows, fortunately I do not need to use that OS at home or
at work (only Solaris/Irix/AIX/etc.). Check on bugs.php.net to see if there is
a bug report on that respect, and if not, then submit one.
Before submitting a bug, make sure you have the latest PEAR (1.1 stable
currently).
