The whole idea of excluding particular people is, to be honest, a little
naive.
It definitely is. Consider it more of a statement than a legally enforcable restriction. This said, it's easier to place it somewhere else.

I'm not gonna enter a philosophical discussion of the term "discrimination" in this context on this list. The more interesting question for me is: Can you enforce it - probably not - and does it change anything - most likely neither.
Still, how about allowing only non-commercial use? Does this clash with all PEAR-compatible licences? I've seen the licence section in the FAQ and I'm not a lazy person, but all the OSI Approved Licences sum up to some thousands of lines and as English is not my native language, I'm asking on this list. The reply would be a nice extra paragraph on the FAQ licence page.
Feel free to think that I'm lazy though, I won't feel discriminated :-)
