imho, specific application/modules should not be in pear.
That does not mean you cannot use the pear infrastructure.
We can consider the pear packages API as a very good stable
state (even on windows). The user can set different sources using the
pear installer (i.e setup.midgard-project.org).
Take a look to the excellent issue of PHP-Magazine, Alexander Merz
describe how to set up your own system using pearweb and local pear
tools. That can give you the ways to go with a Midgard packages server
or at least some ideas.

If some Midgard modules can be used outside Midgard , these modules can
be in PEAR. See the Horde project, some module in PEAR come from it.

You will get our support from this list :). PEAR-izing should be good
even if you do not publish it under PEAR directly, as PEAR will be
bundled in every php distros from php 4.3.2, that may make the user life
easier while integrating Midgard with their PHP installation. But I do
not know Midgard, even never test it :)
