I guess you meant http://pear.horde.org ;)
IMO, PEAR can be interesting for projects like Midgard, Horde and others
because it provides a promotion system that sends announces, a weekly
newsletter and a RSS feed, as well as package statistics and changelog.
There already are some horde packages in PEAR. These are "generic" packages
that can be used by everyone outside horde scope. It would be nice to have
some Midgard packages as well, if the Midgard team has some "generic"
packages.
These packages don't have to use PEAR CVS, but they can still take advantage
of PEAR promotion system and PEAR installer. You just need to package your
packages with the pear installer using a package.xml package description.
(that's a lot of "package" word, this mail is going to rank number one in
search engine for this keyword...)
IIRC, the Contact_VCard package uses this system. There are probably others..
