So are thing clear now?
Basically you can use the pear installer totally separate of PEAR.
However in order for a package to be considered a PEAR package it will
still how to go through a number of steps:
1) name approval
2) PEAR CS complaint etc
3) uploaded to pear.php.net
things like PEAR CVS are optional
