Imho not a good idea .. we require that packages are useful on their own
instead totally integrated frameworks. As such if it serves a purpose in
midgard it can surely be broken down to be useful as a package.

you may want to check the archive about horde related questions. The key
question is do you want to keep your packages in pear cvs or not, where
not does not mean you cant offer pear packages. There are a fair amount
of pear packages that are not in pear cvs. However they need to fit into
pear in regards to pear installation etc (which requires uploading a
tar.gz to pear.php.net as far as I know).

This will come once you require cvs access because you maintain packages
