A while ago I had an idea that it would be good to also have some notice and announcement to be displayed then you run pear install Package.
maybe via a new tag in package.xml

<announcement>
Please do not use pear upgrade-all in a cron job, it might break all your sites :)

Thus when a user runs
[root@odin root]# pear upgrade Package
downloading Package.tgz ...
...done: 10,594 bytes
upgrade ok: Package

same for install.
I also vote for the package releases idea, if it gets approved i might even help implementing it ;)
