The issue here is "pear install/upgrade <packagename>" should NOT allow
non-stable versions, unless with a special option, eg. "pear install
--version=1.13 Date".
Most developers out there depends on Pear Package Manager are non-PEAR
developer and in a production environment. For us here on this list, we
can use cvs if required to update any non-stable versions.
Until Date version 1.12, "pear install Date" installs the stable version
1.3, this change after 1.13.
