If you mean automatically add empty PHPDoc comment blocks on top of functions, then as Lukas already mentioned most IDEs do that.
I do know DocBook, maybe you missed my name at the Pear Manuals editors list. My point is about the usability and the time it makes one waste.OK, point taken. Yes, I must've missed your name as was only reading the stuff I wrote myself for the PEAR manual recently. ;]
