Well, *I* think it wouldn't change anything.
You know, people don't care as long as it doesn't
come to the important things, i.e. voting.
I think it will rather block the proposal queue than
/bringing us more discipline/ or helping PEAR to evolve.
I could think of a "very bad thing" (tm) though,
it's kind of a proposal lock, which prevents the
proposer to step into "Call for Votes" stage until
all (or most) issues have been cleared.
