Well, *I* think it wouldn't change anything. You know, people don't care as long as it doesn't come to the important things, i.e. voting. I think it will rather block the proposal queue than /bringing us more discipline/ or helping PEAR to evolve. I could think of a "very bad thing" (tm) though, it's kind of a proposal lock, which prevents the proposer to step into "Call for Votes" stage until all (or most) issues have been cleared.
I agree here .. this call for vote thing has a tendency to get people off their asses (we have seen this all too often that drafts get ignored and call for votes get discussed in heated debates). However maybe there should be someway to call off a call for vote by the original voter or something. Maybe the call for votes should start the voting with a 2 day delay during which late comers can voice their concerns of they think the call for vote is premature giving the proposer the option of calling off the vote. If we do make the minimal period longer I ask that there be a way for the pear group to control the minimal period from some admin interface so that if an idea is already sufficiently discussed on the list that it can be pushed through PEPr faster. regards, Lukas
