New Package Procedure?

Hi, I'm a new subscriber to the list, and I'm curious about the procedures used by PEAR. I recently submitted the package Map_Projection as a proposal, and I'm wondering - what happens now? The PEAR documentation identifies this list as the locus of discussion about package proposals. Also, are all members free to comment or vote on proposals, or is there an "inner circle" ?
