It looks to me as this 7 days timing is very theoretical. Am I wrong ? Isn't
it more a matter of months for PEAR developers to find enough time to
review a proposal ? Everybody's busy out there...
When you talk about "announcing that you intend to call for votes", do you
really mean "announcing" or more "asking", like "Is it ok with you all if
I call for votes" ?
PEPr does drop mails on the mailing list, but it seems like these automatic
messages are not given a lot of attention... I guess proposal success is
mainly determined by spontaneous contributions to the mailing list.
Why not giving to anyone, not only registered developers, the oportunity
to review (!= vote) proposals ? One thing is very sure : users are the
first ones to know if a package seems useful or not. It is well-known that,
in any environment, the developers' point of view is biaised about
usability and usefulness, compared to the users' one.
Of course the code quality and related issues have to be approved by voting
by the developers community. But, when taking their decision, developers
also need to read about the users' point of view.
I believe there should be some ranking/feedback system for users (unregistered,
anonymous) who come along pear's website, for both packages and proposals.
Apart from bug reports, users do not get enough oportunities to express themselves,
in my own opinion. Think of php.net's comments interface...
