"After a week of comments you may switch to the next phase. You should only switch to the next stage, if you are sure that the PEAR community will accept your package."
As we have alot of proposals sitting in the 'proposal stage', and the 7 days thing is rarely done, perhaps that should be changed to something like:
"You may enter the next phase (voting), after a week and if you are sure that the PEAR community will accept your package. However, it is good practice to email the pear-dev@list.php.net mailing list announcing that you intend to call for votes in 7 days, to ensure that everyone is aware of your schedule."
