Is it poor PEAR practice to have one package depend on another that is
not at 1.0 yet? I'd like to have the output
scaling/rotation/translation be a built-in feature of the
Map_Projection core at some point in the future, since it would help
transparency and calculation of the inverse functions.

No it's fine, you just can't put the state of the package above your
deps state :)
For example if any of your deps is in state beta, then your package
can't go above state beta until all the deps are above beta :-)
Thanks - that said, I'm going to withdraw Map_Projection as "proposed" until I can add the Math_Matrix functionality.
