Moving stuff without even _notifying_ the maintainer is disrespectful,
unacceptable and does certainly not give maintainers a strong feeling of
ownership for the code they maintain (which IMHO is very important, or
the "core" developers will end up having to fix all the bugs
themselves).
The day you can do "pear install msession" (which I hope you can do
before LinuxTag), msession and other extensions should be moved into
PECL. But it should still be done by the maintainer, or at least after
giving him the chance to do it himself.
