Installer does not create directories

Hello,
When I use pear install Auth or pear install HMLT_QuickForm on linux and
MacOSX, it doesn't create the directories 'Container' for Auth and
'QuickForm' for HTML_QuickForm.
It used to work with the older versions of the installer.
