Via XML-RPC:
$r = new PEAR_Remote($this->config);
$available = $r->call('package.listAll', true);
, wich calls package::listAll() in pearweb/include/pear-database.php.
The problem here is that is does only return the packages, but
not their versions. For the bug reporting system I need the versions
also, so I think that I'll create a new function for this.

There are already lots of functions providing information about
packages. Have a look at all the functions in pear-database.php
that have a comment including "proto" in the line before they
start.
