PEAR relied on the PHP_SYSCONFDIR constant being set to something sane,
but I forgot it actually was hardcoded to c:\php4. :-P
Anyway, I've added some workarounds for this in go-pear and the
installer. Look out for the PEAR 0.91 release RSN, and please try again
when it's out.
