On the bug itself: multiple To: headers are perfectly valid. What you're doing, is expecting the mail mechanism, to detect that 'liz' == 'liz@xcalibur.demon.co.uk' - no mailer system will do this for you, since liz is a local account and doesn't necessarily HAVE to expand to liz@xcalibur.demon.co.uk - it may also expand to liz@virtualhost.com or liz@localhost. So - only if To: lines are equal - and I would say excluding trailing whitespace, it should be merged into 1.
