Hi,
All version < 4.3.0-dev never accepted a message if it did
not contain a '@' in the $to field.
I'm skipping the unix tests completely just because we are
not yet at a point we can compare Unix mail() vs. Win32
mail(). We first have to get you all satisfied with PHP
working with Win32 mail() < 4.3 and current 4.3.0-dev
Why I skip them? I've never touched Unix mail() code and it
does operate completely different and independ on Win32
mail() code.
Unfortunately you missed to tell me your "sendmail_from" ini
setting.
Now the interesting part:
Tested with all versions from 4.0.6 to 4.3.0-dev with
sendmail/exim/qmail:

Definitely worth a read.
I've attached mail output (only sendmail mails) from 4.0.6,
4.1.2, 4.2.0, 4.2.1 and 4.3.0-dev. As we can see, around
4.2.0 a change in the code happened (The To: field is
duplicated as expected, IMHO). I didn't made the change (and
it doesn't matter anyway who did).
Now I'ld like feedback on this current behaviour. Also, I
*think* I fail to see the problems you reported earlier? Hmm
...
