mail() does not follow any standard. It is a convenience
function which should be suitable for initiating mail
delivery on Win32 and Unix systems (at least). Its interface
is largely independent of the SMTP protocol.

It is the mail function which is responsible. Does it make
sense to let every PHP programmer reinvent the wheel with
regard to handling line endings? No. And that is why mail()
is the right place for the conversion.
