I've investigated further the business of configuring IIS from software.
There's some info at

Basically, there appears to be a way using visual basic scripting to read
and write values in the metabase.
It seems ironic to have to use asp to install php!

It looks like IIS (at least IIS 4 onwards) installs cscript.exe - a
scripting host in WINNT\system32, and some admin samples in
WINNT\system32\inetsrv\adminsamples including a thing called ADSUTIL.VBS
which has get and set commands for metabase items.
I don't know to what extent these items can be relied on to be available
(are they there in IIS2,3 and win2000?).
I've never used asp or vb and don't really want to pollute my head with it.
If anyone is familiar with the technology I would be grateful for some
help - in particular, can we access this scripting stuff from php (since at
the stage we need to configure the server, php.exe is available to us on the
machine on the commandline.
At its simplest, I guess all we need to do is add .php to the script mapping
for W3SVC/1 and make sure that the site has at least script permission.
I don't think that in the installer we should go beyond ticking a list of
file extensions (php, php3, phtml, html) to map to php. Any more advanced
configuration can be done in the management console.
