I am still confused, even more confused by your answer.

What is your intention with explain what Visual C++ is?

The original question was formulated like this:
"Does anyone know how to start a PHP application through Visual C++ or C++".
So (s)he just wanted to be able to start something from C++, but
seams also to hint the read about that (s)he is using Visual C++.
> The Visual C++ integrated development environment isn't designed to do that,
There is a huge difference in "supporting" and "not able to", and your
expresssion "isn't designed to do that" can be understodd in both ways.
> it can only launch (and debug) applications written in C++.
I guess this means I quite safely can remove my F7-key from the keyboard then?

..ignoring the fact that the person also added:
"I need to start it from either Visual C++ or C++"
Your goal assessment was not that very accurate either...

No, because I am even more confused now, since you originally
claimed this:
"I wouldn't be surprised if Visual C++ can't do it at all"
I am confused by thew fact that you now consider the opposite as
being "obviously true". Because it is also "obviously true" that
you actually believed the contrary just about a month ago.
How come this sudden changes of mind about this matter????
