" You must obey the GNU General Public License in all respects for all of the code used other than code licensed under version 3.0 of the PHP license."
My reading: GeoIP library is used by GeoIP extension which is used by PHP, ergo GeoIP library is used by PHP (basic transitive association). Since any user of the GPL licensed code must obey the GPL terms then the viral argument against inclusion still applies.
IANAL, but it seems like it would be more straight-forward to declare a dual license for the library. LGPL licensed (or even PHP licensed, but I don't want to be too hopeful) to the PHP/GeoIP extension, GPL licensed to all other users.
