How can it be distributed under something else than GPL and be able to sell commercial license if you do not want to create an open source application? If you distribute it with a BSD license, anyone can take your code and include it in a commercial closed-source application. So what other options are available? You ned GPL to protect the use of your code to open source project only and you need a BSD/PHP style license for PECL.
From what I understand it is rather useless without their database, so why restrict the client library? Wouldn't it be in their best interest to get their library supported everywhere so they can sell their service? But regardless, their business goals are of no concern to us. We simply want non-ambiguous licensing terms for everything that comes from php.net and we do not want people to have to worry about what they can do with the code they get from us. PHP is free to use for both non-commercial and commercial uses both in full and in partial code forms and we don't want to muddle the waters on that in any way by forcing people to check each and every extension for extension-specific terms. And yes, believe me we weren't happy about the MySQL client library licensing terms either, but it wasn't our decision and we couldn't very well drop MySQL support completely due to its entrenched nature out there, but I will be damned if we are going to perpetuate and encourage that model in technologies that aren't entrenched. -Rasmus
