The new kid on the block here is XHTML. Many, many people are nowadays
authoring HTML pages in this new variant which is a well-formed XML version
of HTML 4.01. XHTML files start with a <?xml ?> declaration, making this a
increasingly common problem.
I think short_open_tag = off is the sensible default setting. Among other
things, this would encourage the developers of off-the-shelf PHP software
like Keystone to start using this safer syntax.
