Just because Alan Cox says something doesn't mean it applies to us.
short_open_tag has been "on" by default for over three years, that's not
exactly what I call "change it early". There's another saying you know:
"If it works, don't fix it." Now, you may argue about whether something
works, but the fact is that as soon as people want to mix PHP and XML,
they will run into this (it will break reliably), and switch off
short_open_tag. Beyond that people can make their own rules and follow
them, in FAST we always install PHP with --disable-short-tags for
example.
