OK from time to time there are going to be changes like this, with the new
release process in place (and seeming to work) it would take very little to
add a LARGE note in ./configure to the user, somthing like:
+------------------------------------------------------+
CHANGE OF BEHAVIOUR
-------------------
short_tags is now defaulted to OFF in
php.ini-recomended use php.ini-compatible too be
compatible with previous versions of PHP. This
behaviour is now deprciated and will be phased out
over time so that php becomes 100% XML complaint
- The PHP Dev Team.

Os somthing similar. THen for win32 the installer can have a nice big
message box with it in and the ZIP archive with the binaries in can have a
comment. IMHO this would be a semi reliable way of getting a message to the
masses. This notice really needs to appear in BOLD white text that will grab
peoples attention.
