This is correct.. it is looking for the php.ini in the windows path, either
c:\windows\ or in the same dir as php.exe will work.

Why?? It makes sense on windows path scheme, its the same as when windows
looks for dlls, local dir, then system dir, then windows dir.
If you really feel this is that confusing then I suggest you write to
Mircosoft and ask them to change the behaviour of windows as it would make
your life a bit easier.
