The people having problems do not know about this. They look
at the phpinfo() output and do not find any pathnames listed
here. If the phpinfo() output listed pathnames, they would
instinctively do the right thing.
Are the pathnames checked by Windows static or are they dependent
on some other information (environment variables or similar
external configuration sources)? Is there a way to retrieve
the pathnames Windows is actually, really looking at and
print them?
