When you fopen() a file, it only tries to open it in the current working directory - and this applies to php.ini. This is not the observed behaviour reported by the Windows users on the channel. They usually copy their php.ini to c:\WINNT and it works. Their PHP usually is in c:\PHP or some such location. That's because PHP checks the Windows directory. It has nothing to do with the path.
This is congruent with the explaination offered by James and the MSDN URL I quoted. Unless MS did really strange things with a simple fopen() there must be a more complicated logic behind this.I know the Microsoft platform very well (at least this sort of stuff) - fopen() doesn't pay any attention to the path.
