This is not the observed behaviour reported by the Windows users on
the channel. They usually copy their php.ini to c:\WINNT and
it works. Their PHP usually is in c:\PHP or some such location.
This is congruent with the explaination offered by James and
the MSDN URL I quoted. Unless MS did really strange things with
a simple fopen() there must be a more complicated logic behind
this.
