Using the CVS, I find additional undocumented extensions:
bz2 - [fm] says "BSD style license"
crack - If that's using cracklib, it is a version of
the Perl Artistic License.
dotnet- commercial SDK
fribidi- LGPL (fribidi implements some Unicode support)
ircg - no license information found, ask Sascha
java - depends on JDK linked against, I presume.
qtdom - now GPL
zziplib - LGPL
This adds qtdom to the list of conflicts, and fribidi and zziplib
to the list of LGPL users (they do not conflict).
I suggest that a list of licenses for extensions be part of
PHP (possibly another phpinfo() screen?) and be somehow
maintained as part of the distribution. Many extensions
do not list license information, this may or may not become
a problem in the future.
