NetBSD is the main tree developing this - both OpenBSD and FreeBSD
have very old syncs with the NetBSD tree, and don't have the
readline compatibility layer (At OpenBSD, we have code patches
under review, not sure about FreeBSD)
camield@openbsd.org is working on the OpenBSD sync, and he
may be able to comment on how viable it is to pull libedit
out of NetBSD into a separate package.
(Camiel, this is regarding finding a BSD-licensed replacement
to readline, as RMS is kicking up a fuss over PHP including
an interface to it)

That's definitely the intention:
http://cvsweb.netbsd.org/bsdweb.cgi/basesrc/lib/libedit/readline.c
(look at rev 1.1)
